ARTICLE I - NAME
Section 1 - The name of this organization shall be HAMMOND GARDEN CLUB.
ARTICLE II - PURPOSE
Section 1 - The purpose of this Club shall be to have every yard a garden.
Section 2 - The purpose of this Club shall be to aid in the protection and
conservation of our natural resources.
Section 3 - The purpose of this Club shall be to promote gardening among amateurs.
Section 4 - The purpose of this Club shall be to further our knowledge of gardening
and horticulture.
Section 5 - The purpose of this Club shall be to encourage civic beauty and roadside
beautification.
Section 6 - The purpose of this Club shall be to apply garden therapy whenever possible.
ARTICLE III - MEMBERSHIP
Section 1 - All women who are genuinely interested in gardening and the promotion of
gardening and who are sponsored by an active member of the Club shall be eligible for
membership.
Section 2 - The membership of this Club shall be limited to fifty (50) Active and
Inactive members. If a venue becomes available that could accommodate additional
members, then this number could be increased. A Membership Waiting List shall be
maintained chronologically. This List, accompanied by properly executed Application
for Membership forms, shall be maintained by the Membership Committee. If a person
is not in a position to become a member of the Club at the time she comes up for
membership consideration, her name shall be placed at the bottom of the List. The
person whose name appears next on the List shall be contacted. This procedure
shall continue until the membership vacancy is filled.
Section 3 - Membership in the Club shall be Active and Inactive. Honorary Club
Officer, Honorary Club Member and Honorary Non-Club Member may be
elected by nomination and by a majority vote at any regular meeting of the Club.
Honorary membership shall include all privileges and responsibilities except that
Honorary Non-Club Members may not vote.
Section 4 -
(a) ACTIVE MEMBERSHIP: A member in Active status shall accept both
privileges and responsibilities of membership and shall be expected to
participate in each to the best of her abilities. Active members shall
promptly pay full annual dues and shall cooperate with Club Officers,
Club Chairmen, and all members to foster the Purposes of the Club as set
forth in Article II, Section 1 of this Constitution.
To maintain ACTIVE status, each member must serve actively on at least
one (1) committee and attend a minimum of three (3) meetings a year.
(b) INACTIVE MEMBERSHIP: A member who desires a Leave of Absence
shall send a written notice to the Secretary of the Club and shall pay one-half
(1/2) of the annual dues. This member shall then be deemed Inactive and
shall remain in this status until she requests otherwise in writing to the
Secretary of the Club. An Inactive member shall not receive a Yearbook, and
shall not receive minutes of meetings, telephone notifications or emails of
meetings or of any other Club Activities. No member shall be eligible for
Inactive Membership until she has been an Active member for one full year
from the date of her acceptance into the Club. Inactive status may remain
acceptable for a two-year period. At the end of the two-year period, the
Inactive member will be required to accept both the privileges and
responsibilities of Active membership or submit a letter of resignation.
(c) RESIGNATION: An Active or Inactive member wishing to resign
from the Club shall send a written notice to the Secretary and include effective
date of resignation.
(d) MEMBER DROPPED FROM CLUB ROSTER: A member in any status
will be dropped from the membership roster for non-payment of dues.
(e) MEMBERSHIP STATUS: In addition to Active and Inactive,
membership status includes Honorary Officer, Honorary Club Member
and Honorary Non-Club Member.
ARTICLE IV - DUES
Section 1 - Dues payable to the Hammond Garden Club Treasurer of $25.00
annually (subject to change if warranted) for all Active members and shall be due at
the August President's Tea. This amount includes District, State and National dues
and the Yearbook of the coming fiscal year. New members shall pay full annual dues
upon acceptance into the Club.
Section 2 - Dues become delinquent by the September meeting and membership shall be
terminated as of that date.
ARTICLE V – OFFICERS/EXECUTIVE BOARD
Section 1 - The Officers/Executive Board of the Club shall be a President,
President-Elect, Vice President, Secretary, Treasurer, Chaplain, and Historian.
The members shall elect all officers, who will also serve on the Executive Board. The
President shall appoint the Parliamentarian and the remaining members of the
Executive Board.
ARTICLE VI - NOMINATIONS AND ELECTIONS OF OFFICERS
Section 1 - The Executive Board shall appoint a nominating Committee of three (3)
members in September.
Section 2 -
(a) The Nominating Committee shall name one candidate for each office
and shall report to the Club at the March meeting. The President shall
also call for nominations from the floor.
(b) Voting shall be the first order of business at the April meeting and may
be done by ballot.
(c) No member shall be nominated for office without the member's consent.
Section 3 - The report of the Nominating Committee shall be accepted or rejected in
whole or in part, as this report does not include nominations from the floor.
Section 4 - A quorum is required for voting. A majority of the votes cast shall elect.
Section 5 - Duly elected officers shall be installed at the May meeting and shall take
office and assume their respective duties at the end of the May meeting.
Section 6 - A term of office shall be for 1, 2 or more years if circumstances make it
feasible. No member shall hold the office of President for more than four consecutive
years.
Section 7 - The Executive Board shall fill vacancies occurring in office.
ARTICLE VII - MEETINGS
Section 1 - Hammond GardenClub shall hold nine (9) regular meetings a year on the
second Wednesday of each month (June, July, and August excepted) at a time
designated by the Executive Board. Hostesses shall serve as appointed.
Section 2 - The Executive Board shall meet at least three (3) times a year to comply
with State Requirements and whenever else it is deemed necessary by the President
or two (2) members of The Executive Board.
Section 3 - The President may call Special meetings.
Section 4 - The Club shall send the President or President-elect to the State Annual
Convention. In the event if neither are able to attend, the President will appoint a
delegate to represent the club.
ARTICLE VIII - EXECUTIVE BOARD
Section 1 - The Executive Board shall consist of: President, President-elect,
Vice President, Secretary, Treasurer, Chaplain, Historian, Parliamentarian,
Past President, and those appointed by the President.
Section 2 - The Executive Board shall have the power to transact any business
requiring immediate attention. Action taken by the Executive Board shall be reported
to the Club at the next regular meeting.
ARTICLE IX - DUTIES OF OFFICERS
Section 1 - The President shall
(a) Preside at all meetings of the Club and of the Executive Board.
(b) Appoint Chairmen of Standing and Special Committees.
(c) Represent the Club at all times.
(d) Uphold and maintain harmony.
(e) Cooperate cheerfully.
(f) Perform all other duties pertaining to that office.
(g) Be ex-officio member of all committees, except the Nominating
Committee.
Section 2 - The President-Elect shall
(a) In the absence of the President perform the duties of the President. If the
office of the President becomes vacant between elections/ the
President-Elect shall preside.
(b) Serve as the Awards Chairman.
(c) Serve as the Advisory Officer to the Officers, Chairmen and new
members. In such capacity she is responsible for acquainting new
Officers, Chairmen and members of their duties and responsibilities.
Section 3 - The Vice President shall
(a) Perform all the duties of the President if the President-Elect is not
present.
(b) Serve as Chairman of the Yearbook Committee.
(c) Maintain the Hammond Garden Club Web-Site.
Section 4 - The Secretary shall
(a) Keep an accurate record of all regular and special meetings of the Club
and of the Executive Board meetings.
(b) Maintain a correct list of members, officers, chairmen and members of
the Standing and Special Committees.
(c) Answer all correspondence at the direction of the President and shall
send out all notices pertaining to the Club.
(d) Be responsible for maintaining a current copy of the Club Constitution.
(e) Send a "Welcome Letter" to all new members.
Section 5 - The Treasurer shall
(a) Be custodian of all funds.
(b) Collect dues.
(c) Notify all delinquent members in August after the President's Tea
that their dues are past due and must be paid by the September
meeting or their membership will be terminated.
(d) Pay all bills as approved by the Club.
(e) Render a monthly and a yearly report.
(f) Pay the Louisiana Garden Club Federation the prescribed amount per
capita for the Club's district, state and national dues.
(g) Keep a current membership list and deliver a copy of it to the Yearbook
Chairman by April 1st of each year.
Section 6 - The Chaplain shall
(a) Offer a prayer at the opening of each meeting.
(b) Keep the Club informed on the well being of our Club members.
(c) Send cards to Club members in case of illness/death. In the case of the
death of a member, a donation in the name of the member shall be made to
the Book of Memories. In case of the death of an immediate family
member of a Club member, sympathy cards shall be sent.
(d) Perform such other duties pertinent to her office as directed.
Section 7 - The Historian
(a) History of the Club, by placing on our website clippings and pictures of
the history making events, activities of the Club, slogans and goals of the Administration.
(b) Include copies of the minutes for the year's meeting.
Section 8 - The Parliamentarian shall
(a) Have a thorough knowledge of the rules and regulations of parliamentary
procedure and be able to render decisions to guide the President.
(b) Incorporate and recommend changes in this Constitution and bring them
to the attention of the membership.
(c) Provide the Yearbook Chairman with a complete, accurate and current
copy of the Constitution for publication.
(d) Have a current official copy of the Constitution available for reference at
all meetings.
Section 9 - Within one month of retirement from office, all Officers and Chairmen
shall deliver to their successors such books and records as pertain to the office.
ARTICLE X - COMMITTEES
Section 1 - The President of the Club may appoint the following standing committees:

The Chairman of the Yearbook Committee shall be the Vice President, and the
Chairman of the Awards Committee shall be the President-Elect.
ARTICLE XI - DUTIES OF CHAIRMEN AND COMMITTEES
Section 1 - The Arbor Day Chairman shall
(a) Be responsible for coordinating a project for Arbor Day.
(b) Select the location, tree, January date and provide suitable publicity for
the event.
Section 2 - The Awards Chairman (the President-Elect) shall
(a) Be responsible for all matters pertaining to District, State and National
Awards.
(b) Select and submit as well as gather the information pertaining to each
award.
Section 3 - The Birds and Butterflies Chairman shall
(a) Report periodically on either historical or current topics of interest
regarding birds and butterflies.
(b) Have charge of any endeavor of the Club to provide sanctuaries for these
species.
Section 4 - The Books and Library Chairman shall
(a) Annually select a gardening or flower arranging related book(s) to be
donated to a Hammond library or to be distributed to the members.
(b) Choose a public or school library as the recipient of the book (s) if
appropriate.
Section 5 - The Budget & Finance/Ways & Means Chairman (the Treasurer) may
(a) Prepare the annual budget that shall be presented at the Spring Executive
Board meeting for approval. Upon approval, the budget shall then be
presented to the general membership for adoption at the next regular
meeting of the Club.
(b) Have charge of any endeavor of the Club to raise funds.
(c) Process all garden Club subscriptions.
(d) Include the immediate past Treasurer as a member of the committee.
Section 6 - The Cate Square Christmas Decorations Chairman shall
(a) Reserve the Cate Square gazebo for decorating.
(b) Design and collect the decorations.
(c) Supervise the application of the decorations.
Section 7 - The Civic Improvements/Cleanest City Chairman shall
(a) Work with the City of Hammond to promote the Cleanest City Contest.
(b) Work with other local organizations and government entities on any
civic improvement projects that the Club decides to undertake.
Section 8 - The Flower Show & Display Chairman shall
(a) Make arrangements for the regular or special exhibitions of the Club
including schedules, places and judging.
(b) Assist members entering invitational shows.
Section 9 - The Garden of the Month Chairman shall
(a) Select a garden of any Hammond resident as an example of excellence
in gardening.
(b) Arrange a photo with the owner and HGC committee members for the
local newspaper.
Section 10 - The Garden Therapy & Horticulture Chairman shall
(a) Present a digest of things to do and plant in the garden.
(b) Be responsible for all horticulture displays.
(c) Coordinate and plan small programs or plantings at area nursing
homes and publicity pertaining to these programs.
Section 11 - The Link Award Chairman shall
(a) Select a business for each month as an example of beautification and
improvements. Landscaping should be a part of the overall improvements.
The award may be presented to any business in the Hammond metropolitan
area with a Hammond zip code as its physical address.
Section 12 - The Live Oak Committee Chairman shall
(a) Promote registration of qualifying live oaks in the Hammond area.
(b) Provide registration forms to owners of qualified live oaks and assist in
filing forms with the Live Oak Society.
(c) Communicate with the Live Oak Society on matters concerning the trees.
Section 13 - The Membership Committee is comprised of the Executive
Committee and shall
(a) Receive application forms for membership endorsed by an active
member.
(b) Maintain a waiting list of applicants.
(c) Present names of eligible applicants to the membership at a regular
meeting.
(d) At the next regular meeting following presentation of the applicant’s
name, the applicant shall be voted upon by a Quorum of the Club’s
Membership. The applicant must receive a majority of the votes cast to
become a member.
(e) Notify newly elected members in writing of their election. The letter should
include information as to dates and hours of meetings, amount and date
due for annual dues, and Club Yearbook, which includes the Program
and Constitution of the Club.
(f) Select from the membership a “Woman of the Year” to be presented at
the August President's Tea.
Section 14 - The Nominating Committee shall
(a) Be appointed by the Executive Board.
(b) See duties under Article VI.
Section 15 - The Program Committee shall:
(a) Provide a suitable and informative program at each meeting, within the
funds provided by the Ways and Means Committee (Treasurer).
(b) Make available lists of programs and speakers to the Editor of the
Yearbook for inclusion therein.
Section 16 - The Publicity Committee Chairman shall
(a) Have charge of all the publicity of the Club.
(b) Endeavor to keep the public interested in any Garden Project being
undertaken.
Section 17 - The Telephone Committee Chairman shall
(a) Make monthly telephone calls to active members of the Club reminding
them of the meetings.
(b) Make telephone call to active members to notify them of special functions
and/or changes in Club schedules.
Section 18 - The Scholarship Committee Chairman shall
(a) Award a scholarship each year to a student at Southeastern
Louisiana University who is enrolled in a plant science field. This
student will have met all criteria set by the Hammond Garden Club.
(b) Present the winner of the scholarship at the August President's Tea.
Section 19 - The Wildflower Committee Chairman shall
(a) Report to the Club monthly on matters that are concerned with the
planting, growing and enjoyment of wildflowers by sharing pertinent
published articles or other media presentations.
(b) Become familiar with seasonal wildflowers for identification purposes.
Section 20 - The Yearbook Committee Chairman shall
(a) Edit the Yearbook.
(b) Have the Yearbook printed and ready for distribution at the September
meeting.
(c) Include in the Yearbook
(1) Program material.
(2) Members of the Club with their addresses, telephone
numbers, and e-mail addresses.
(3) The Constitution.
(4) Other pertinent information required by State and National Garden Clubs.
ARTICLE XII - QUORUM
Section 1 - A quorum shall consist of eight (8) members present at any regular
meeting or special meeting.
Section 2 - A quorum of the Executive Board shall consist of four (4) members of
that Board present at any of its meetings.
ARTICLE XIII - PARLIAMENTARY AUTHORITY
Section 1 - The most current edition of “Robert’s Rules of Order” shall be used in all
cases not covered in this Constitution.
ARTICLE XIV - AMENDMENTS
Section 1 - This Constitution may be amended by a two-thirds (2/3) vote of the
members present at a regular meeting.
Section 2 - Proposed amendment(s) shall be available to Club members in writing at
least two weeks prior to said meeting.

Wildflower Yearbook
The Chairman of the Yearbook Committee shall be the Vice President, and the
Chairman of the Awards Committee shall be the President-Elect.
ARTICLE XI - DUTIES OF CHAIRMEN AND COMMITTEES
Section 1 - The Arbor Day Chairman shall
(a) Be responsible for coordinating a project for Arbor Day.
(b) Select the location, tree, January date and provide suitable publicity for
the event.
Section 2 - The Awards Chairman (the President-Elect) shall
(a) Be responsible for all matters pertaining to District, State and National
Awards.
(b) Select and submit as well as gather the information pertaining to each
award.
Section 3 - The Birds and Butterflies Chairman shall
(a) Report periodically on either historical or current topics of interest
regarding birds and butterflies.
(b) Have charge of any endeavor of the Club to provide sanctuaries for these
species.
Section 4 - The Books and Library Chairman shall
(a) Annually select a gardening or flower arranging related book(s) to be
donated to a Hammond library or to be distributed to the members.
(b) Choose a public or school library as the recipient of the book (s) if
appropriate.
Section 5 - The Budget & Finance/Ways & Means Chairman (the Treasurer) may
(a) Prepare the annual budget that shall be presented at the Spring Executive
Board meeting for approval. Upon approval, the budget shall then be
presented to the general membership for adoption at the next regular
meeting of the Club.
(b) Have charge of any endeavor of the Club to raise funds.
(c) Process all garden Club subscriptions.
(d) Include the immediate past Treasurer as a member of the committee.
Section 6 - The Cate Square Christmas Decorations Chairman shall
(a) Reserve the Cate Square gazebo for decorating.
(b) Design and collect the decorations.
(c) Supervise the application of the decorations.
Section 7 - The Civic Improvements/Cleanest City Chairman shall
(a) Work with the City of Hammond to promote the Cleanest City Contest.
(b) Work with other local organizations and government entities on any
civic improvement projects that the Club decides to undertake.
Section 8 - The Flower Show & Display Chairman shall
(a) Make arrangements for the regular or special exhibitions of the Club
including schedules, places and judging.
(b) Assist members entering invitational shows.
Section 9 - The Garden of the Month Chairman shall
(a) Select a garden of any Hammond resident as an example of excellence
in gardening.
(b) Arrange a photo with the owner and HGC committee members for the
local newspaper.
Section 10 - The Garden Therapy & Horticulture Chairman shall
(a) Present a digest of things to do and plant in the garden.
(b) Be responsible for all horticulture displays.
(c) Coordinate and plan small programs or plantings at area nursing
homes and publicity pertaining to these programs.
Section 11 - The Link Award Chairman shall
(a) Select a business for each month as an example of beautification and
improvements. Landscaping should be a part of the overall improvements.
The award may be presented to any business in the Hammond metropolitan
area with a Hammond zip code as its physical address.
Section 12 - The Live Oak Committee Chairman shall
(a) Promote registration of qualifying live oaks in the Hammond area.
(b) Provide registration forms to owners of qualified live oaks and assist in
filing forms with the Live Oak Society.
(c) Communicate with the Live Oak Society on matters concerning the trees.
Section 13 - The Membership Committee is comprised of the Executive
Committee and shall
(a) Receive application forms for membership endorsed by an active
member.
(b) Maintain a waiting list of applicants.
(c) Present names of eligible applicants to the membership at a regular
meeting.
(d) At the next regular meeting following presentation of the applicant’s
name, the applicant shall be voted upon by a Quorum of the Club’s
Membership. The applicant must receive a majority of the votes cast to
become a member.
(e) Notify newly elected members in writing of their election. The letter should
include information as to dates and hours of meetings, amount and date
due for annual dues, and Club Yearbook, which includes the Program
and Constitution of the Club.
(f) Select from the membership a “Woman of the Year” to be presented at
the August President's Tea.
Section 14 - The Nominating Committee shall
(a) Be appointed by the Executive Board.
(b) See duties under Article VI.
Section 15 - The Program Committee shall:
(a) Provide a suitable and informative program at each meeting, within the
funds provided by the Ways and Means Committee (Treasurer).
(b) Make available lists of programs and speakers to the Editor of the
Yearbook for inclusion therein.
Section 16 - The Publicity Committee Chairman shall
(a) Have charge of all the publicity of the Club.
(b) Endeavor to keep the public interested in any Garden Project being
undertaken.
Section 17 - The Telephone Committee Chairman shall
(a) Make monthly telephone calls to active members of the Club reminding
them of the meetings.
(b) Make telephone call to active members to notify them of special functions
and/or changes in Club schedules.
Section 18 - The Scholarship Committee Chairman shall
(a) Award a scholarship each year to a student at Southeastern
Louisiana University who is enrolled in a plant science field. This
student will have met all criteria set by the Hammond Garden Club.
(b) Present the winner of the scholarship at the August President's Tea.
Section 19 - The Wildflower Committee Chairman shall
(a) Report to the Club monthly on matters that are concerned with the
planting, growing and enjoyment of wildflowers by sharing pertinent
published articles or other media presentations.
(b) Become familiar with seasonal wildflowers for identification purposes.
Section 20 - The Yearbook Committee Chairman shall
(a) Edit the Yearbook.
(b) Have the Yearbook printed and ready for distribution at the September
meeting.
(c) Include in the Yearbook
(1) Program material.
(2) Members of the Club with their addresses, telephone
numbers, and e-mail addresses.
(3) The Constitution.
(4) Other pertinent information required by State and National Garden Clubs.
ARTICLE XII - QUORUM
Section 1 - A quorum shall consist of eight (8) members present at any regular
meeting or special meeting.
Section 2 - A quorum of the Executive Board shall consist of four (4) members of
that Board present at any of its meetings.
ARTICLE XIII - PARLIAMENTARY AUTHORITY
Section 1 - The most current edition of “Robert’s Rules of Order” shall be used in all
cases not covered in this Constitution.
ARTICLE XIV - AMENDMENTS
Section 1 - This Constitution may be amended by a two-thirds (2/3) vote of the
members present at a regular meeting.
Section 2 - Proposed amendment(s) shall be available to Club members in writing at
least two weeks prior to said meeting.
